    Full-time position available with the Finance Department, Accounts Division, located at 414 E 12th St.
    Salary Range: $6,489-$9,734/month
    Normal Work Days/Hours: Monday-Friday 8:00 a.m.-5:00 p.m.*Telework available 1 day a week after 6-month probationary period.

    Responsibilities

    • Plans, directs, and coordinates activities related to federal and non-federal grant funding administration and review, accounts receivable reconciliation, general ledger maintenance, and implementing internal controls.
    • Possess strong analytical skills and have experience with or an understanding of accounting general ledger management and federal grant reporting requirements.
    • Assist in implementing a new Enterprise Resource Planning (ERP) system for the City, so experience working on similar integration initiatives is preferred.
    • Work with limited supervision and be responsible for the use of initiative and judgment in establishing procedures, processes, controls and carrying out various assignments to improve and enhance City operations.
    • Supervises a team of analysts responsible for accounts receivable reconciliation, grant management, and grant reporting; provides training on grant management best practices and compliance requirements, as well as use of ERP Grants Management, Accounts Receivable, Billing, General Ledger, and Commitment Control modules.
    • Provides functional end user consultation for the Grants Management, Accounts Receivable, Billing, General Ledger, and Commitment Control ERP modules.
    • Resolves escalated support issues related to various ERP interfaces, and assists City's technical analysts with identifying and implementing fixes for system issues.
    • Documents existing operational processes for use in requirement-setting for new ERP system implementation.
    • Collaborates with City departments with grant management in the areas of administration, financial oversight, and compliance; assists departments with billing for grant reimbursements and initiates grant drawdown requests when needed; monitors and tracks grant reimbursement requests for compliance, timeliness, and progress towards grant completion.
    • Oversees reconciliation of grant project accounts to ensure data accuracy and coordinates the submission of financial and performance reports to granting agencies as well as City executive leadership.
    • Manages the fiscal year-end close process, including re-estimation of grant revenues and re-appropriation of grant expenditures and encumbrances.
    • Oversees development of the City's annual Schedule of Expenditures of Federal Awards (SEFA); produces reporting and documentation requested by external audit firm to complete the annual Federal Uniform Guidance Single Audit.
    • Ensures accuracy of the City's accounting general ledger and financial reporting through journal entry request review and approval, and managing internal service cost allocation processes.
    • Provide support to the Tax Increment Financing (TIF) Commission component unit on use of the City ERP system to report TIF activities as part of the City's financial reporting.
    • Reviews City ordinances authorizing the submittal of grant applications and the acceptance of grant award funds.
    • Performs related duties and special projects as required.



    Qualifications

    REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, organizational/development psychology, project management, or geography and 2 (OR an accredited Bachelor's degree and 4) years of progressively responsible professional experience in corporate or municipal finance including but not limited to accounting, banking, billing and collections, debt and investment portfolio management, financial reporting, development review, and projecting and monitoring tax and fee activities, including 1 year of experience managing financial projects and/or programs.

    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
