    About the Opportunity

    ABOUT THE POSITION The Staff Services Coordinator classification is a vital role within the Data Reporting Team of the BHRS IT department, dedicated to advancing the department’s mission of delivering high-quality behavioral health and recovery services through robust data management, system integration, and compliance with state and federal regulations. Reporting to the IT Manager, this position focuses on coordinating data-driven initiatives, researching Behavioral Health Information Systems (BHINS), and ensuring adherence to state reporting requirements, such as those mandated by the California Department of Health Care Services (DHCS). The role is designed with flexibility to adapt to the evolving needs of the IT department, enabling the coordinator to transition to the Outcomes and Evaluation Management (OEM) or Electronic Health Record (EHR) teams as required. By leveraging strong analytical, technical, and collaborative skills, the Staff Services Coordinator supports BHRS’s commitment to data-driven decision-making, culturally competent service delivery, and compliance with HIPAA.     Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).     Typical Tasks

    • Coordinate data collection, validation, and reporting processes to meet BHRS program needs, ensuring compliance with state reporting requirements (e.g., DHCS, Medi-Cal, and MHSA standards);
    • Research and evaluate Behavioral Health Information Systems (BHINS) to support data integration, system interoperability, and BHRS service delivery objectives;
    • Assist the Data Team Manager with staff supervision, training, and performance evaluations, promoting BHRS values of cultural competence and team collaboration;
    • Develop and maintain data dashboards, reports, and visualizations to provide actionable insights for BHRS leadership, incorporating state-required metrics and MHSA outcome measures;
    • Collaborate with OEM and EHR teams to align data reporting with outcome evaluation plans and EHR system functionality, ensuring seamless data flow across BHRS platforms;
    • Monitor and analyze IT system performance, including BHINS and EHR platforms, to ensure data integrity and compliance with HIPAA and other regulatory standards;
    • Facilitate cross-team communication to bridge BHRS clinical, operational, and technical needs, supporting integration of data solutions with OEM and EHR initiatives;
    • Prepare and submit state-required reports, such as those for DHCS or MHSA, ensuring accuracy, timeliness, and alignment with BHRS program goals;
    • Develop and maintain documentation, including BHINS workflows, state reporting guidelines, and compliance reports, to support Data Reporting, OEM, and EHR functions;
    • Provide training and support to BHRS staff on data tools, BHINS, and EHR systems, emphasizing state reporting requirements and user adoption;
    • Participate in IT projects, such as BHINS implementations, EHR upgrades, or outcome measurement initiatives, with flexibility to contribute to OEM or EHR teams as needed;
    • Ensure adherence to BHRS IT policies and procedures, incorporating MHSA essential elements and state/federal behavioral health regulations;
    • Support audit-related data collection and reporting, implementing BHRS-specific best practices to maintain compliance and reduce risks;
    • Engage with internal stakeholders (e.g., BHRS clinical staff, leadership) and external partners (e.g., DHCS, community agencies) to support data-driven service delivery and BHINS integration;
    • Contribute to BHRS strategic planning, including MHSA-driven workforce development and culturally informed technology initiatives, across the IT department; and
    • Other items as assigned


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • Principles and practices of data management, reporting, and analytics in behavioral health or public sector settings.
    • State and federal reporting requirements (e.g., DHCS, Medi-Cal, MHSA) and HIPAA regulations.
    • Behavioral Health Information Systems (BHINS) and Electronic Health Record (EHR) platforms.
    • Project management principles and techniques for assessing workflow output.
    • Recordkeeping, statistical concepts, research methods, and technical writing.
    • Advanced proficiency in Microsoft Excel; proficiency with Microsoft Office (Word, PowerPoint, Access) and data visualization/reporting tools (e.g., Power BI, SSRS).


    SKILLS/ABILITIES

    • Oversee behavioral health datasets and reporting management for the Department.
    • Analyze and evaluate Behavioral Health Information Systems (BHINS) for interoperability, compliance, and alignment with BHRS service delivery.
    • Ability to research state reporting requirements (e.g., DHCS, Medi-Cal, MHSA) and ensure accurate and timely submissions of mandated reports.
    • Coordinate and/or lead multiple IT and BHRS related projects from conception to final distribution.
    • Interpret, apply and explain BHINS data, and EHR concepts for clinical and non-technical stakeholders.
    • Oversee the seamless data flow and functionality to support the integration of BHINS with EHR platforms and OEM outcome tools.
    • Understand HIPAA, DHCS, and MHSA compliance, and organizational and legal implications of various actions.
    • Develop, install, and evaluate new, and review existing data tools, EHR systems and procedures.
    • Analyze emerging trends accurately, identify solutions, make logical decisions, and practicable recommendations.
    • Collect, interpret and evaluate data, BHINS, and/or compliance challenges.
    • Promote positive relationships with representatives from various levels of leadership, community partners, and general public.
    • Ability to deliver compelling presentations on BHRS data insights, BHINS performance, and state reporting outcomes to diverse audiences.

    EDUCATION AND EXPERIENCE
    • Bachelor's degree in Public Administration, Business Administration, Computer Science, Data Analytics, Information Systems, Social Work, Psychology, Counseling, or a related field; AND
    • One (1) year of experience performing duties such as data analysis, program development, regulation review, and project coordination in a classification comparable to a Stanislaus County Staff Services Analyst; OR
    • One (1) year of supervisory experience in a public or private agency performing duties involving data reporting, systems administration, medical or behavioral health claims administration, or regulatory compliance.
    Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis. Proof of education must be attached for verification purposes at the time of application.     • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
