    POSITION OVERVIEW

    Workdays & Hours: Monday - Friday, 7:00 a.m. - 4:00 p.m.

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    The posting is for a Division Manager for the traffic signal engineering group of the Transportation and Drainage service line. The selected candidate will manage a team of engineers and transportation technical staff located at Transtar. The selected candidate's responsibilities include:
    • Manage and oversee all traffic signal timing group projects, by ensuring all projects have adequate staffing and adequate funding.
    • Provide quality assurance and quality control for all work performed by contractors and consultants on current projects.
    • Ensure that the section meet its monthly stated performance measures indicators by monitoring staff performance and progress.
    • Coordinate with Interagency to ensure all traffic signals projects by other entities are reviewed and approved by the City of Houston traffic signal section.
    • Responds to citizens concerning various traffic-related issues and complaints; develop corrective actions and follow them to ensure implementation.
    • Manage traffic signal performance improvement program to ensure signal coordination and progression are in place along major corridors.
    • Utilize Intelligent Transportation System (ITS) components such as Advance Traffic Management System (ATMS), Closed Circuit Television cameras (CCTV), Dynamic Message Signs (DMS), and Blue Tooth data collection devices to remotely monitor and enhance traffic signal operation and arterial streets safety and efficiency.
    • Reviewing traffic signal engineering construction plans for compliance with the City of Houston design manual requirements.
    • Oversees the inspection of traffic signal construction projects for accuracy, completeness, and conformance to prescribed standards of quality and safety.
    • Assist the managing engineer in reviewing and evaluating traffic impact analysis and variance requests.

    WORKING CONDITIONS

    This position is physically comfortable; the individual has some discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve extensive use of a video display terminal.

    This is a Houston Public Works Emergency Management position at the Tier I Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS

    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS

    A valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2- 2).

    PREFERENCES

    Preference will be given to candidates with:
    • Experience with traffic signal design, development and implementation of traffic signal timing and programming.
    • Working knowledge of traffic simulation software such as Synchro or Vissim.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
