    The City of Ventura has an exciting opportunity to join our Parks & Recreation Department as a Management Analyst I/II.

    If you are an analytical problem-solver who thrives in a dynamic environment and enjoys developing creative solutions, this role offers a chance to make a real impact! You will provide key financial, administrative, and analytical support by managing budgets and contracts, conducting research, preparing reports, and improving processes to keep the department running efficiently.

    In this position, you will be part of a team that delivers high-quality programs and services that connect the community and enhance the quality of life for Ventura residents. You will leverage data and insights to drive improvements, collaborate across teams, and ensure the department consistently meets its operational goals.

    What You’ll Do

    As a Management Analyst I/II, you will support and enhance the department’s operations by overseeing and performing a wide range of critical functions, including:

    Budget and Fiscal Management - Oversee and manage department and division finances by analyzing and monitoring expenditures to ensure sound fiscal practices. Participate in preparing and administering budgets, tracking spending, forecasting, and producing detailed reports. Review and approve accounts payable, expense reports, and budget transfers to maintain accuracy and compliance. Develop evaluation criteria to assess program effectiveness and budgetary needs, ensuring resources are allocated efficiently and strategically.

    Grant Management - Lead the research, preparation, and submission of grant applications to secure funding for parks and open space projects and recreation programs. Monitor grant compliance, performance, and reporting requirements to ensure alignment with established standards. Track grant expenditures and collaborate with City staff to maintain accurate accounting and transparent reporting, supporting the effective use of funding.

    Purchasing and Procurement - Prepare and approve purchase authorizations and vendor payments in full compliance with City procurement guidelines. Work closely with vendors, contractors, and internal staff to ensure the timely and efficient delivery of goods and services. Carefully review purchase orders, requisitions, and expense documentation to ensure accuracy, adherence to budget, and compliance with all standards.

    Contract Administration - Assist in drafting, negotiating, and managing contracts that support department programs and operations, ensuring all agreements align with City guidelines. Coordinate contract renewals and amendments to guarantee that deliverables meet expectations and requirements. Build and maintain strong working relationships with external vendors to successfully achieve project goals.

    Software Management - Maintain assigned web content, ensuring it is up-to-date, engaging, and accessible to both staff and the community. Support the department’s implementation of software and digital tools that improve efficiency and enhance service delivery throughout the department, including managing and optimizing the Workday, SharePoint, Ventura Connects, and Asset Management platforms to streamline administrative processes.

    Project Management and Process Improvement - Lead and actively participate in department projects, programs, and initiatives designed to enhance operations and service delivery. Conduct research, evaluate new programs and services, and recommend innovative solutions to improve performance. Collaborate with other departments and external agencies to achieve shared goals and support community-based initiatives. Provide supervision or guidance to staff assigned to specific projects, ensuring objectives are met successfully.

    Administrative Studies - Conduct administrative studies to evaluate programs, policies, and procedures. Design and administer surveys, collect data, and translate complex findings into clear, engaging visuals and presentations. Compile and interpret technical and statistical information to support strategic planning efforts. Prepare comprehensive reports and actionable recommendations to guide future projects and inform policy development. Monitor proposed legislation and assess potential impacts on department operations and services.

    Special Projects and Community Engagement - Organize materials, logistics, and outreach efforts for meetings, workshops, and public engagement events. Deliver presentations to City staff, community organizations, City Council, and partner agencies on Parks & Recreation initiatives. Respond to public inquiries and address customer concerns with professionalism and empathy.

    Additional Administrative Support:
    • Providing essential administrative support to department managers and leadership.
    • Creating procedure manuals, reports, and documentation that improve internal processes.
    • Providing general clerical support, including filing, record keeping, and document management.


    DISTINGUISHING CHARACTERISTICS

    Management Analyst I - is the professional entry-level class in the Management Analyst series. Incumbents work under general supervision and are assigned more routine, analytical, administrative duties with limited scope, requiring a minimum of previous administrative experience.

    Management Analyst II - is the journey-level class in the series. The Analyst II works under direction, performing a broader range of duties having greater complexity and working with latitude for independent decision making and in recommending policy and solutions to problems.

    The Management Analyst classification is flexibly staffed and vacancies may be filled at either the I or II level, depending on individual qualifications and City needs. The level is determined by the complexity, difficulty and frequency of report writing, public speaking, oral presentations, research and analysis, policy recommendations, supervision of others, budgeting, direct personal contact, special projects, committee participation, decision making and strategic planning. Other factors that influence the level include the degree of delegated authority and the incumbent's depth of knowledge of the specialized functions and operations of the department to which they are assigned.

    About Parks & Recreation
    The City of Ventura’s Parks & Recreation Department enhances community life by providing quality parks, recreation programs, and partnerships that connect people and places. The department includes three divisions: Parks, Recreation, and Community Partnerships.

    Parks Division

    Maintains over 46 parks, 800+ acres of open space, beaches, sports fields, and the Ventura Aquatic Center. The team also manages golf services, urban beautification, park rentals, and more than 30,000 trees citywide.

    Recreation Division

    Offers recreation classes, camps, after-school programs, and sports leagues for youth and adults. The division operates community facilities including the Westpark Community Center, Ventura Aquatic Center, and Leo Robbins Community Sailing Center.

    Community Partnerships Division

    Provides senior, arts, and cultural programs, manages historic sites and community centers, coordinates citywide events and film permits, oversees volunteer and grant programs, and supports the Arts and Culture Commission.

    Experience and Qualifications for Success!

    A combination of experience and education equivalent to a Bachelor's degree in business or public administration, or a related field,

    AND experience as follows:

    Management Analyst I: requires one year of professional administrative/analytical experience OR one year of experience as a Management Technician II with the City of Ventura. Public sector experience is desirable . A Master's degree, plus completion of an internship with a local government agency, is also qualifying.

    Management Analyst II: requires two years of experience equivalent to that of a Management Analyst I with the City of Ventura, performing a variety of professional support activities, preferably in a public agency.

    License: Depending on assignment, possession of a valid California Class C driver's license may be required.
