    ABOUT AUSTIN WATER

    For over 100 years, Austin Water has been committed to providing safe, reliable, high-quality, and affordable water services to our customers.
    Today, we serve over 1,000,000 people in the Austin metropolitan area, across more than 548 square miles.

    The utility draws water from the Colorado River into three regional water treatment plants, Handcox, Davis, and Ullrich, which have a combined capacity of 335 million gallons per day.

    Austin Water has two wastewater treatment plants, Walnut Creek and South Austin Regional, that can receive up to 150 million gallons per day of sewage to treat. Wastewater is cleaned into high-quality effluent that is safely returned to the Colorado River to augment environmental flows.

    More than a billion gallons of this high-quality effluent are reclaimed each year for outdoor irrigation, industrial cooling, manufacturing, and other uses.

    Austin Water consistently ranks among the best in the country when it comes to water quality. We also treat, return, and recycle wastewater in ways that protect environmental resources. Austin Water exceeds federal and state requirements for clean water and environmental compliance at our water and wastewater treatment plants.

    Job Description:

    Purpose:

    Under general supervision, this position performs a variety of moderately complex engineering and technical tasks in support of the Austin Water Utility (AWU) Supervisory Control and Data Acquisition (SCADA) and Electronic Security systems (ESS). Exercises judgment within defined methods, procedures, and practices.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Supports 24/7 real-time control system integrity and ensure the highest operational reliability and system availability. This requires after hours on-call support to meet the response requirements for restoring the mission critical system.
    • Assists with the daily operation and maintenance of the SCADA System, leads the daily maintenance of the facility Electronic Security system to accomplish the best system performance; communicates with dispatchers, engineers and field crews; performs trouble shooting, problem analysis and resolution as required.
    • Conducts field inspections of electronic security systems.
    • Coordinates and analyzes the real-time control system user’s request; develops and implements enhancements or modifications requested in a timely manner. Communicates activity status to customers and management.
    • Enforces security policies and procedures by administering and monitoring data security profiles.
    • Installs, configures and tests electronic security systems including; card access, intrusion detection and close circuit television (CCTV) devices and systems.
    • Researches and performs sample analysis.
    • Develops, analyzes, and generates engineering reports.
    • Supports efforts to keep up with the latest developments in the water utility industry, to meet Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), American Water Works Association (AWWA), Water Environment Federation (WEF) and Instrumentation Systems and Automation (ISA) standards and regulatory requirements.
    • Writes technical and business documentation (including audit and training manuals).
    • Updates, maintains, and documents security controls.
    • Maintains stock and parts inventories and documentation for all systems.
    • Configures and programs process control applications (Human Machine Interfaces), Programmable Logic Controllers (PLC) and Remote Terminal Unit (RTU) functions.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Ability to understand database design and application development.
    • Ability to work with Unix and Windows based systems.
    • Ability to perform systems testing of specification requirements.
    • Ability to understand and use standard application development design, report and project management tools.
    • Ability to effectively participate in multiple projects or project capacities.
    • Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Electrical Engineering, Control Systems Engineering, Computer Science, Information Systems, or Mathematics plus two (2) years in a field related to SCADA or process control.
    • Experience may substitute education up to four (4) years.


    Licenses and Certifications Required:
    • Valid driver’s license.


    Preferred Qualifications:
    • Experience in installing, supporting and maintaining process control systems or supervisory control and data acquisition (SCADA) systems for water and wastewater industries or industrial control systems
    • Experience installing and configuring Human Machine Interface (HMI) software applications in process control systems
    • Experience in programming Programmable Logic Controllers (PLC) and/or Remote Terminal Units (RTU) in process control systems
    • Experience programming iFIX, Telvent Oasys, Viejo Designer, Modicon Concept, and Schneider Unity Pro/Control Expert
    • Experience in troubleshooting PLC based process control systems and/or instrumentation control loops
    • Experience installing and configuring wired and wireless network equipment associated with SCADA system

    Pay Range:
    • $75,930 - $96,430 annually

    Days & Hours:
    • Mon-Fri, 8:00am - 5:00pm (teleworking and alternative work schedules are available)
