    Job Summary

    CVWD is seeking an experienced business applications analyst skilled in supporting, developing, and maintaining business applications, integrations, and data systems. This position focuses on connecting systems such as Workday ERP, SharePoint, and other enterprise tools and works closely with users, vendors, and IT teams to design solutions that improve efficiency and system performance. Desired skills include a strong background in developing and maintaining applications and integrations using Python, Java, JavaScript, VB.Net, PHP, RPG, and SQL; proficient in development tools such as NetBeans IDE, Visual Studio, Struts, Hibernate, and application servers including GlassFish, JBoss, and WebSphere; proven ability to write and optimize SQL queries, stored procedures, and reports for performance and accuracy; experience maintaining and administering specialized systems such as Apollo Physical Security, iSeries, and SCADA data trending archives.

    DEFINITION

    Under general supervision (Information Systems Analyst I) to direction (Information Systems Analyst II), provides professional support to the District’s technology systems; areas of assignment include, but are not limited to, operating systems, cybersecurity, network infrastructure, unified communications, security and business applications/software; troubleshoots, diagnoses and resolves technology issues; administers and maintains assigned systems; prepares system/applications technical documentation and training materials; and performs related duties as assigned.
    CLASS CHARACTERISTICS

    Information Systems Analyst I: This is the entry-level classification in the Information Systems Analyst series. Initially under close supervision, incumbents learn and perform routine analysis, troubleshooting and problem resolution for assigned technology program area(s). As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Information Systems Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

    Information Systems Analyst II: This is the fully qualified journey-level classification in the Information Systems Analyst series. Positions at this level are distinguished from the Information Systems Analyst I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Information Systems Analyst in that the latter performs the more complex work assigned to the series, such as administering, analyzing, troubleshooting, and resolving more complicated systems, and/or providing technical and functional direction over lower-level staff.

    Essential Functions

    EXAMPLES OF TYPICAL JOB FUNCTIONS

    • Performs professional tasks in support of the District’s technology systems and applications; serves as a second and third level responder to user issues; reviews the Service Desk Queue to identify priorities; troubleshoots, diagnoses, and resolves user issues, or elevates to higher level staff or vendors.
    • Conducts detailed analyses in response to requests for modifications to systems or applications; recommends, tests, and implements solutions approved by management.
    • Participates in the analysis and selection of new technology required for expanding computing needs throughout the District; researches and specifies desktop computer hardware and software for new purchases.
    • Provides end-user support and training including guidance on policies, procedures, methods, and techniques.
    • Performs technical writing tasks; documents technical processes, troubleshooting guidelines, and end- user frequently asked questions about computer systems or programs; publishes user documents and guidelines for District staff.
    • Procures, installs, configures, tests, and deploys new and upgraded technology, devices and applications to solve specific business problems based on the assigned area.
    • Researches and understands current industry trends and recommends their use or adoption within the District.
    • Develops software and procedures to integrate computer applications within the organization; coordinates with vendors to plan, deploy, and upgrade applications as necessary; administers and maintains third party software.
    • Troubleshoots and performs complex analysis or on software applications to support business operations; performs database administration, maintenance, and restoration.
    • Write programming codes and converts legacy system applications to the most modern form of programming; documents software changes and operational instructions; grants third party software for user access and data transfers.
    • Develops, tests, deploys, administers, and troubleshoots complex scripts to integrate or enhance business operations.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS:
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education:
    • Information Systems Analyst I/II - Bachelor’s degree from an accredited college or university with major coursework in computer science, information technology, or a related field.
    Experience:
    • Information Systems Analyst I - Two (2) years of increasingly responsible experience providing professional support in the assigned technology area.
    • Information Systems Analyst II - Four (4) years of increasingly responsible experience providing professional support in the assigned technology area.
    Licenses and Certifications:
    • Possession of a valid California Driver’s License, to be maintained throughout employment.
