Why you’ll love this position: The Missouri Department of Health and Senior Services (DHSS) is recruiting a Senior Informatics Specialist to support data modernization, interoperability, and public health informatics processes related to public health survellance reporting. In this position, you will lead efforts for a wide range of public health surveillance projects ranging from disease surveillance system design and implementation to evaluation, analysis, and reporting. As a Senior Informatics Specialist, you will develop, lead, and conduct a broad and complex range of investigative and analytical studies utilizing public health data in support of strategic planning and initiatives. This position will serve as a public health program liaison to document workflows and processes, design methods for process improvement, and aid in documenting business and functional requirements associated with process improvement. You will also establish, validate, and maintain data quality practices among multiple public health data systems to increase the accuracy of data which DHSS programs and local public health agencies utilize for operations.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Provide public health informatics, interoperability, and health information exchange expertise to programs within the Department of Health and Senior Services (DHSS), and also to local public health agencies, clinical laboratories, other state agencies, and health care providers who report data electronically.
- Identify opportunities to modernize data systems or automate processes to advance the interoperability between DHSS public health surveillance systems.
- Configure Advanced Auto Import Rules (AAIRs) in ShowMe WorldCare to automatically ingest reportable disease laboratory results to expedite public health action.
- Review raw HL7 messages from data reporters reporting to ShowMe WorldCare and ShowMeVax to validate structure and content, configure reporters to begin sending live HL7 messages to each system, and conduct quality assurance to ensure data quality among these reporters does not diminish.
- Collaborate with program staff, informatics staff, vendors, providers, and ITSD staff on data intake, data processing, and provider reporting related to the reportable disease surveillance system, ShowMe WorldCare, and immunization information system, ShowMeVax.
- Conduct the review and evaluation of the effectiveness of DHSS systems/applications to ensure compliance with national standards, policies, procedures, and customer needs.
- Acts as the advanced technical point of contact for system connectivity issues and assists the onboarding team as needed, including solving complex technical problems and addressing knowledge gaps in HL7 structure and content
Minimum Qualifications - Bachelor’s degree, 4-6 years of relevant experience, and relevant technical and/or informatics experience and/or appropriate certification
- Advanced experience with ShowMe WorldCare
- Knowledge of EHRs, health information systems, and electronic data transfer methods
- Ability to serve as project technical lead regarding data handling, data analysis, and data management
- Advanced experience with open-source programming languages (Python, R, Java, etc.) that can be used for data science and machine learning, automation of processes, and building Application Programming Interfaces (APIs)
- Experience with Microsoft Office Suite and the ability to quickly learn new systems and applications (such as SQL Server, or Tableau)
- Strong and effective communication skills, both written and verbal
- A valid driver’s license
