    Job Description

    Role

    Under minimal supervision, manages individual divisions within the Appraisal Department including Land, Agricultural, Commercial, Residential, Manufactured Housing and Personal Property appraisals.

    Major Duties, Responsibilities

    • Plans, coordinates, evaluates, and manages the Appraisal Department, which includes valuation of Land, Agricultural, Commercial and Residential
    • Develops, modifies and /or implements new guidelines for the department according to the Arizona State Statutes. Responsible for meeting (job description does not include personal does it?) deadlines according to the Legal Calendar.
    • Audits, reviews, and analyzes appraisals, data, and documentation from real property appraisers regarding property valuation. Conducts research, analysis, and reporting of information related to the department for quality control purposes. Trains and evaluates appraisal, clerical, and support personnel.
    • Prepares complete, accurate and timely reports, records, and logs. Evaluates employee performance, recommends training; and documents and performs employee disciplinary actions.
    • Attends meetings and trainings in accordance with the Arizona Department of Revenue's continuing education requirements.
    • Maintains regular contact with associate personnel, county departments, agencies, the public.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    Associate’s Degree in Appraisal, Business Administration, or related field.

    Experience:
    A minimum of three (3) years of experience in appraising real property for tax assessment purposes with two (2) years in a supervisory capacity. An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year per year basis.

    Additional Requirements:
    Must possess a valid Arizona driver’s license.
    Must obtain Level II Department of Revenue (DOR) Appraisal Certification within three (3) years of employment.
    Must meet continuing education requirements to maintain DOR Certification.

    Other Skills

    Required Knowledge, Skills, and Abilities:

    Knowledge of:
    • Government codes, regulations, and laws, including the Revenue and Taxation Code, relevant portions of the State Constitution, zoning laws, and other laws and regulations as they apply to appraisal of real property for tax assessment purposes.
    • Methods, procedures, and terminology used in establishing current value of all types of real property.
    • Effect of economic trends on the value of existing residential real property and the cost of new construction and renovation.
    • Material quality, cost of construction, and residential building types.
    • Appraisal terminology.
    • Understand cost, market and income approach to value.
    • Business English, spelling, grammar, punctuation, and composition.
    • Clerical office practices and procedures.
    • Research techniques and report writing.
    • Current Microsoft Office software
    • Filing and recordkeeping.

    Skill in:
    • Simple mathematical calculations such as addition, subtraction, multiplication, division and computing percentages and measurements.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Work in hazardous conditions such as active construction sites and work in a variety of weather conditions with exposure to the elements.
    • Meet production requirements and goals on a consistent basis.
    • Extract and interpret information from a variety of sources such as blueprints, sketches, legal property descriptions, charts, tables, and market trends in order to determine proper tax assessment valuations.
    • Develop gross rent multipliers into indicators of value in order to estimate taxable value of income producing residential real property.
    • Separate land and improvement values for assessment roll as required by revenue and taxation code; reconciles land and improvement valuations in establishing equity in assessments.
    • Compile and record data related to appraisal of real property, including narrative reports, charts, tables, detailed property descriptions, measurements, and classification of improvements.
    • Serve as an expert witness before judicial bodies, such as the Board of Equalization, in order to answer questions on assessment issues.
    • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
    • Keep management informed of key operating issues affecting the department.
    • Remain current in knowledge required to perform assigned duties.
    • Handle confidential matters and maintain discretion always.
    • Work professionally and effectively with co-workers, clients, victims of crime, witnesses, and the public.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals. This is a highly public position where contact with public may be in challenging situations.

    Physical Requirements:
    Ability to stand or sit for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 50 pounds.
