    Job Description

    Position Description:
    Essential Functions, Duties & Responsibilities: includes the following functions and others as assigned

    Works in concert with other planners and assembles, collates, collects, and processes data into reports concerning population, resources, economy, transportation, health, utilities, pollution, and other subjects

    Analyzes relevant data for use in evaluation and presentation of planning problems; prepares land use plans, (preliminary) maps, comprehensive plans, functional maps, data tables, and transportation planning material; coordinates collection of demographics material.

    Participates in planning projects for local jurisdictions; provides planning-related research as required; performs technical and statistical analyses using computers.

    Participates in public and private meetings concerning planning, presents proposals to the community, and provides explanations of issues involved.

    Evaluates and prepares staff recommendations on zoning resolutions and zoning map amendment applications; participates in the evaluation of subdivision applications and lot splits. Provides reports and presentations to the Licking County Planning Commission Board.

    Begins developing a moderate level of planning expertise within a distinct focus area or area of interest within the planning field.

    Enforces and upholds the purposes and intent of the Licking County Subdivision Regulations and other applicable regulations; may conduct on-site inspections of planning projects to ensure that the contractors, officials and developers are in compliance with project plans (e.g. materials, construction methods, rules, regulations, etc.); notes and reports any violations of project for further actions.

    Addresses general inquiries, map-making requests, data collection, records requests, etc.

    May assist Development staff in the completion of grant applications and processing of state and federal programs.

    May assist Construction Compliance staff as part of the construction inspection process, including enforcement procedures and aerial monitoring (drones).

    May serve as the department’s geographic information systems (GIS) technician for the creation of maps, obtaining and entering data, ensuring that databases are up-to-date, validating data accuracy, and analyzing data.

    Demonstrates regular and predictable attendance.

    Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.

    Represents themselves, the department, and the county in a professional manner at all times. Represents the LCPC or LCATS in public settings.

    Maintains complete, accurate, and well-organized records.

    Operates as a team and as such may require a team effort to complete tasks in a timely manner. This may require assisting in duties that are otherwise not considered a part of the individual’s job description to ensure office functions and completion of work.

    Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.

    Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.
    Program: COMPLIANCE Brief Description:
    The Planner position requires an individual who has obtained a planning or planning related degree and is in the early stages of their planning career. This position involves professional-level duties and judgment to evaluate and process development applications. This position reports to the Planning Manager and may be assigned to work on projects with other senior planning staff as necessary. Individuals in this role will develop knowledge and skills in the areas of land planning, subdivision process, minor subdivisions, construction and compliance, and/or development based on the needs of the department. This position will work closely with the Assistant Planning Manager and Principal Planner and will serve as a junior staff member.

    The Planner position includes the application review various types of plan sets (Preliminary Plans, Construction Plans, Subdivision Plats, Soil Erosion & Stormwater Plans, Grading Plans, etc.) and will actively participate in communication, progress, and record keeping for online applications and permits. The role of Planner will include working with the general public, property owners, design professionals and developers to address planning-related needs. The role of Planner is a multi-task role within the department that may provide support (as directed by the Planning Director or Planning Manager) to other sections of the office such as Development and Construction Compliance as workload requires, but will have focus within a single area. This position requires the ability to solve problems quickly and to analyze and present reports to the Planning Commission in public settings.
    Job Prerequisites:
    Minimum Qualifications:

    Bachelor’s Degree from an accredited four-year college or university in a city planning, landscape architecture, urban design or related program; Two (2) to five (5) years of related planning experience or an equivalent combination of education and experience.

    Additional Qualifications (Agency/Dept. Qualifications):

    Proficiency in Microsoft Word, Excel, Publisher, Power Point, Outlook and other related software.

    Experience with ESRI and ArcGIS software.

    Experience with Adobe Acrobat Professional, Photoshop, Illustrator and InDesign is preferred.

    Familiarity with online application software and online web applications/software preferred.

    Ability to communicate verbally and in writing effectively

    Desire to learn new skills

    Ability to review / analyze applications

    Ability to effectively read and interpret construction drawings

    Ability to work independently and in a team environment

    Basic knowledge of general land use and planning principles

    Basic understanding of transportation planning, access management, floodplain regulation and stormwater regulation

    Understanding of state and federal development grant programs a plus

    Understanding of general inspection and code enforcement procedures a plus

    General understanding of drone operation/flight a plus

    Valid Ohio Driver’s License

    American Institute of Certified Planner (AICP) Certification preferred

    Certification Drone Pilot a plus

    Ability to be covered under the county fleet vehicle liability insurance policy

    Background in subdivision processes is desirable

    Interest in construction process and enforcement procedures a plus

    Ability to craft reports and correspondence and present to public boards essential

    Interest in land use law and drone operations a plus
    Compensation:
    Salary: $40,000 - $60,000 annually
